Applicants guide

Environment Fund Administration, as Programme Operator for “RO06 Renewable Energy ” – RONDINE, announces the opening of the call for proposals within the Fund for bilateral relations under the EEA Grants. Details and conditions of funding can be found in “The Applicant Guide“.

1. OBJECTIVE AND ELIGIBLE ACTIVITIES
Environment Fund Administration, as Programme Operator for “RO06 Renewable energy ” – RONDINE launches the call for proposals for funding under the Fund for bilateral relations financed by the EEA Grants.
An important objective of the programme is to strengthen the bilateral relations between the Donor States and Romania. The purpose of this initiative is to facilitate inter-networking, knowledge transfer, technology, experience and good practice rules of the potential beneficiaries of Romania and entities from the Donor States, operating in renewable energy.
This Call for Proposals falls under the Measure A. Seed money within the Fund for bilateral relations.

2. APPLICANT ELIGIBILITY
Eligible applicants under this call are the following entities:
Applicants eligible for hydropower component:
– public or private commercial entities.
Eligible applicants for geothermal component:
– public or private commercial entities;
– local administrative units/authorities.

3. FINANCIAL ALLOCATIONS AND GRANT AMOUNT
The grant is awarded in the amount of:
– 100% of the total eligible costs for local administrative units/authorities throughout Romania;
– maximum of 50% of the total eligible costs for public or private commercial entities throughout Romania, without exceeding the maximum amount that can be granted to an applicant under the call for proposals; the maximum amount shall not exceed 1000 EUR/applicant/component/travel.

4. DETAILS ON CALL FOR PROPOSALS
This call is addressed to entities in Romania, potential beneficiaries of the RO06 Renewable Energy – RONDINE who want to develop sustainable partnerships with entities in the Donor States (Norway and Iceland). The travel will be held in period 24 to 28 March 2014 in Oslo/Trondheim for hydropower component and Reykjavik for geothermal component.

– local administrative units/authorities – 5.
Travel details
Hydropower component: March 24 to 28, 2014
Location: March 24 to 25, 2014 Oslo, Norway; March 25 to 28, 2014 Trondheim, Norway; the travel from Oslo to Trondheim dated March 25, 2014 will be made after 5 pm (local time) to comply with the agreed program.
Geothermal component: May 5 to 9, 2014
Location: Reykjavík, Iceland

5. PREPARATION AND SUBMISSION OF APPLICATION
Application Form (Appendix 1 – from the Applicant Guide), signed and stamped by the legal representative, completed in Romanian will be sent scanned in PDF format by e-mail: aplicatiirelatiibilaterale@rondine.ro, subject to receipt of the AFM does not exceed the deadline for submitting session.
The Environment Fund Administration – International Programmes Development Unit will inform the applicant of the registration application form by e-mail and by publishing a list of applications registered on the programme dedicated website (www.rondine.ro).
Submission of applications for funding will be made between 04.03-10.03.2014.
As applicants, local administrative units/authorities may submit only one application form per component in this appeal, and public or private commercial entities may submit an application for funding per component (hydro and geothermal). From each applicant may attend a single representative/component.
6. EVALUATION AND SELECTION OF APPLICATIONS
Evaluation and selection of applications for funding will be made during the period 11.03 – 14.03.2014. The list of accepted applicants will be published on the programme dedicated website, www.rondine.ro until March 14, 2014.
